I don't think a Mustang and underbody neons would be a good match. From what I've heard/read, they're illegal if you have them on when the car is moving, so you'd probably get a ticket if a cop sees you with them on. Some cops might even give you a ticket if you have them on while parked, if they think that you might be "distracting" other drivers (if you're close to the road).

Im not sure what 'rice' means. But I do think it would be tacky/cheesey, just not right a for a Mustang.

Laws differ from state to state. I've seen under car lights that look decent on some cars, but 99% of the time it looks bad.
