Unfortunately, just unscrew it. Sadly it will leave holes in the plastic bumper. A good body shop could fill them in and repaint it for you, perhaps the same one that fixes your hood.
If it's riveted, you will have to drill it out and you will still be left with big holes to fill. I haven't had a front license plate in 50 years but all the cars I've purchased that came with the provision in the trunk looked like they just bolted on after drilling holes in the front facia. I wouldn't live in a state that required front plates in the first place. They destroy the looks of modern cars.
Well it’s has aluminum rivets because the car was ordered with a front license plate holder - so I drilled the two rivets out and then pulled the remaining holes with plastic plugs and the painted them the body color.
