Can you pass emissions? I have an '88 That I want to put a 460 in. No sense doing it if I can't drive it.

No they wont pass emmisions. When we built these engines, we did'nt have that in mind.
I dont see why you could not build a mild big block with the right parts and still pass though.
I myself would have to go with a stroked windsor injected though. If emissions were on my mind.
