Your are talking 2 different cars, nothing from the 90 will switch over to the 09 body wise.
These 2 cars are unibody, there is no complete frame to do that with.

I'm not sure whether it's just a NYS law, but I think installing an engine in a car that is older than that car. Makes it illegal to drive on public roads. You wouldn't be able to drive the car anywhere except at the track. At least in NYS.

Never mind. I had the details of the law incorrect. It just has to pass emissions and inspection. However it has to pass based on the standards of the year of the vehicle. I guess putting a 427 medium riser in my car is now out of the question.

You can if you register your car as an exotic.
But then, it can't be a DD.
