well thanks to everyone I really appreciate the info and if it truly does sound as horrible as everyone says then there must be something done to mine because it honestly doesn't sound too bad without the mufflers and quite a bit of people have told me it sounds pretty good :/

According to www.epa.gov, the $2500 fine is for the driver; $25,000 per day of violation is what the manufacturer or dealer of a "defeat device" could end up paying.
(Note that this is a federal thing. It doesn't matter what state you live in, or whether they require inspections.)

I'm running cat-less, and I'm quite fond of my exhaust profile. I wouldn't, however, just hack the cats off a otherwise stock exhaust with no muffler.
I'm running full length pacesetter headers, MAC prochamber(acts as a slight muffler), Pypes M80's(Act more as resonators and keep rasp down), and Corsa Sports(Keep the volume under control under light and moderate throttle.
The cats do a world to keep the rasp, volume, and drone down on this engine. When I first installed my long tubes, I was running the muffler deletes that came with the pypes kit. While it sounded great, it was too loud and the highway drone was enough to make you tuck and roll out of the car. The Corsa's brought everything under control. Drone is gone and car volume is just a tad louder than a standard aftermarket axle back kit. Under WOT it's a different story, but it's a very enjoyable tone.
Don't have a decent exhaust clip, but here's an interior ride along at my local track
