Yes you can do it by yourself, but having a professional do it is not a bad idea. Assuming the new bumper cover is in good shape and needs no finishing work such as filler and suh, then all you do is mock it up and drill the holes. Not difficult, but is best done by a professional.
After all, everyone will see your bumper, it's worth spending the extra cash on.

yeah the bumper is easy to take off. there are two 7/16 nuts inside each fender + the two push screws in the top of the middle of bumper. then when the bumper is off there are three rivets holding the bracket on each side of bumper. drill the rivets out and reuse the brackets on the new bumper. take your time fitting and sanding to fit perfect. I put the cobra r front bumper and hood on. Watch out for the paint of your car mainly cause just the paint and supplies for my hood and bumper was around $600 just because its a laser red. which is a metalic three stage paint job. yes b i t c h haha.
total job doing it myself:
front bumper= 320 from ebay
hood = 420 shipped which is from ABCexclusive.com
paint =600 rounding down thanks to my g/f dad which is a painter
total=1340
ABCexclusive has awsome customer service and actually sells a new style of front bumper which is like a saleen bumper and cobra r put together. its neat.
If you buy the bumper or whole body kit or hood through ABCexclusive they probly would cut you a deal.
