I think its basically the bracket between the throttle body and intake manifold correct me if I'm wrong.
so the larger the opening to the plenum=more air and fueler allowed into motor
the plenum is the piece that the throtle body bolts onto and it goes on top of the intake manifold. on a stock mustang 4.6 it is the piece that has the pony on it.
increases throttle response... forces more air into the engine... creates a very cool whistling sound kinda like a blow off valve/turbo spooling.

Mine doesn't make any noise. All it is is the upper intake, the part right after the T/B. An aftermarket one just provides a bigger and smoother airflow
