sounds normal, it's the IAC just trying to prevent a backfire. has it recently started doing this?

try cleaning the IAC. I'm not sure what would cause it to hang other than the iac sticking a bit or needing cleaning

yup because the carbon may be causing it to bind. It works when it has to raise up, but when the voltage lowers from it relying on the spring to bring it back down, it may be sticking a bit. not uncommon
