Actually, 98-98 had Romeo blocks....99-00 had Windsor, and just to throw a curveball, Ford went back to the Romeo in 01.
Edit: Oh, i forgot to mention, that in 99, a few cars got the Romeo left overs.....This may have happened again in 01, with the 01's getting Windsors, but if it did, I haven't heard of it.
