Default emissions question

Ok i live in Atlanta and they don't put 1996+ cars on the rollers or put the sticks in the tail pypes. All they do is check your gas cap and computer for codes. So if you were to have something like o/r pipe and/or headers without cats and sensors, can you remove that code off your computer via handheld tuner or custom shop tune and pass the inspection????

And also today as I fill up I was thinking if a custom tune makes your car run leaner don't that mean it will burn less gas?? if so then how many mpg would you gain because i may need to look into that.

well.. with a handheld tuner you can turn off rear 02 sensors which basically check to make sure your cats are working.. so it shouldn't throw a code if you turn them off
