are shortblocks and longblocks able to handle the same amount HP as the other or not?

There no difference between the 2 as far as that goes. The difference comes in what is included. Usually, a long block is including everything from the oil pan to the valve covers. A shortblock usually just includes the block and the internal rotating assembley, or rods, pistons and crank.
