I can tell you on my 98, the fuel filter is just forward of the fuel tank (under the car). I couldn't get the filter off by hand. There is a 3-4 dollar tool that is needed. I got mine at AutoZone. Once I had the tool, it took about 5 minutes under the car. Just make sure your fuel line isn't pressurized, you wear some type of safety glasses, and you have a towel at hand. You will spill a couple ounces of fuel.

I havent done one on a newer pony in a while, but im pretty sure they are all in the same area, right in front of the fuel tank in the rear. Look up and you'll see it. Make sure you have a fuel line disconnect tool, take the safty clips off, then push the tool in and remove the line. But first take the fuel cap off before anything. then take it off, replace it and put the cap back on. Shuffle the key on and off a few times, then start her up and check for leaks.
