AC Blower only works on HIGH

AC Blower only works on HIGH
Hey guys, the other day my ac sucked up a small Blockbuster bag while it was on MAX ac and somehow it got throug the small grate that suppose to prevent it from getting intto the system. Make a long story short I took out the blower, pulled out the bag, put the blower back in and tested it. RESULT: fan now only works on highest fan speed setting. I thought i might have shorted out the control unit in the dash somehow so i put in a new one but it didn't fix it.
Any Ideas what it might be?

Cheack your relays. Im not to farmiler on this car but i no on my old truck it uses a dual relay for the various fan speeds.
