Your TPS is muffed. That would be throttle Position Sensor. You may have put it on wrong. Possiblility.

Your TPS thinks your throttle is being pushed when its really not.

it actually happens when i let off, and the throttle closes, if i'm moving or at idle, when the throttle is closed you gotta really press on the gas to make it pop loose again.

Ohh, ok. I didnt get that the first time. The blade inside the TB is just stuck. Take it out and make sure there are no rough edges or anything like that. It should be a tight fit, but not sticky

If its not too much trouble take off the TB and look inside at the little disc that turns when the throttle is pushed. Something on that is catching I bet. Did you guy this new?

yes. the thing is, is when the car is off, it is not getting stuck. for some reason it also whistles really bad. i wonder if the tps could make it act stuck like this or wtf is wrong with it. i've had it apart 3 times and can't figure it out. it's driving me nuts.

I have read that the butterfly is being sucked shut and people have drilled a small hole in the butterfly to allow it to relieve the vacuum/suction and open. I have never tried this or had this issue.
