Do you have to worry about smog? Most of these options wont pass smog in most states. Slap a blower on it and be done for <5K and still pass smog. I have a freind with a NPI motor and vortech at 12 lbs and sees 365hp/385tq.

Trade your car into a dealership for an '03-'04 Cobra and use the $5,500 for a down payment. Bet you'll get a hell of an interest rate with that kind of up front cash. Going fast problem is then solved. OR you can do itthe hard/frustrating/questionably reliable way like the rest of us GT owners and spend big money on a set-up that wasn't meant to go faster then 13s

If you are determined to stay NA you can hit 350rwhp but it won't be cheap. You can also get there with NPI heads and again they won't be cheap. A set of P&P'd NPI heads done by Jim at Renegade Racing will flow as much or more then any P&P'd PI head but he is not cheap. Add a SVO/FRPP Intake w port work done to it and some nasty cams along with all the bolt ons and you could be in the 330-350rwhp range but you will exceed your $5000 budget.
It is much easier to slap on a blower and it will actually be better to drive a supercharged 4.6 as a DD then a fully worked NA 2V that in the 330rwhp+ range.

10 There sill be alot of fabrercation that will need to be done like k member and firewall. You will never reach those numbers with NPI heads. I have spent almost $8000 on my motor trying to build a NA 400rwhp mustang and so far only a 386. Few more things to add and I should be over 400 but it costs alot.

If you're set on making power and staying n/a, you might look into buying a nice fox body and upgrading the engine in it. You should be able to get a nice fox body with a 5.0 for somewhere around 2-3k. The 5.0 responds way better to mods and is much cheaper to build than a 4.6. You couldstroke the 5.0 to a347 that would put out some sick hp numbers.
If you're looking for the cheapest route n/a, that would probablybe it.
