All mustangs up to 04 were assembled in Dearborn, Michigan. Windsor and Romeo are casting plants, all they do there is make engines.

I'll ask again, the X in my vin number (8th digit) supposedly tells you were the vehicle was made, is this true?

just in 99-00, every other engine had 100% romeo parts.

X means winsor. It is also stamped W in the valley of the block under the intake manifold. Check your vins 8th character. You can also tell by the number of bolts on your valve covers.

Mine has the X but it isn't a Windsor. It is a Romeo and has 11 bolts in the cover.

Yeah it is sometimes confusing. Mine is a 2004.
I have seen sites selling heads and such saying to check your VIN and if it has the X order the Windsor stuff. That would be a pain in the *** to do that and get the wrong heads and only find out when the engine is stripped down.
