you dont actualy have to pull the fuel rails to replace the plugs... i have much wider aftermarket fuel rails and just BARELY have to lift one of them to get my spark plugs out.. I just did mine 2 weeks ago or so as well... I know it really looks like you need to..

Is it a full out flow, or just dribbling? Have you watched it with the hood up? Reved it while watching it to see what happens? You might be able to see exactly where its coming from...
