RE: Exhaust Poll
Looking under my car, there is no room for cutouts before cats.. ( i currently have stock midpipe) But if i do go ahead and get the cutouts i think i will get a new midipipe, but still leave them after the cats, and before mufflers

If you get caught altering the factory cats (unless it's to replace with oem cats) plan on spending at least $1500 in fines, towing, storage and bringing the car back into compliance. And no, I'm not kidding.

I lived in cali......
Get an off road h or x .And just swap it out when its time to go to the smog station.
Leave the stock headers.Shorties would be sweet cause they are 50 state legal but they are not worth the hassle and money against the HP they give.

I'd say go with SLP LT headers and SLP catted shorty X. The SLP system has interchangable race tubes to go in the place of the cats when you are done with inspections. To avoid the dreaded mirror test you could take your old cats after you remove them, neatly cut them off the stock h-pipe, gut them, and weld the empty shell on the new race pipes. My father-in-law worked with a guy that did that and the inspection stations were none the wiser.
