Last engine I had done it cost me $150. That included acid vat, boring, new freeze plugs and cam bearings.

That is dirt cheap. Around here is 400-500 for a bore, hone and deck.

Theres nothing magic about building an engine. But you do need to know what you're doing. Making sure you install things the right way, balancing, getting the ring end gaps correct...things like that can be difficult. You'll see a small increase in power from a fresh motor, nothing crazy though. .03 over adds like two cubic inches I think. Youll probably see a tad better fuel economy too.

As stated above, its not magic BUT you will need some speciality tools to assemble it. If you have never built a motor before, the best I can say is get a real service manual for the specs and assembly procedureson your motor. Also, if your going forged it would be a good idea to have the new pistons on hand do the shop can match them BEFORE final honing. I'm sure if you ask around a few of your friends will have most of the tools you need. As far as HP increase, .020 over will be negligable but fuel mileage should go up a tad because its a nice tight motor, good luck.

150 is dirt cheap. Around here it's 150 to clean it and install freeze plugs and 10 dollars a hole to bore it. You won't see any hp gains from boreing. If the engine is built tight you'll actually see hp lose if you go back with the stock compression, cams ect. If you go n/a then go up a good bit on your compression and get the PI heads while it's apart.
