Race him from a dig and hopefully you should beat him..If he knows anything about what hes doing/driving, he should be able to hang with you....but make sure you go from a dig, from a role hemightbring some unwanted stress of almost getting beat by a honda...

Keep in mind though, that a Civic hatchback weighs about 2600lbs, so the difference in 20hp is lost, especially if he's a good driver..
I've seen H22 swappedCivics running mid to low 13's, w/ no FI..
