What controls fuel / air mixture when your car is cold. and how do you clean your m/f sensor.

Situation. When the car is cold, it wants to stall out , and has no power until about 2000 rpm. When it comes up to temp, still has no power until about 2000, and has a small bump in the ride at around 1600/cruise. It keeps throwing an o2 code but the sensor is new.

What i know, its not bad plugs or wires, or coils. And the fuel filter and air filter are new. Along with the oil.

If anyone has any ideas , please let me know. I havn't the faintest Idea anymore.
