Default Engine tapping

I dont know what this is... it sounds like a lifter (or sohc counterpart) and i have heard from a few ppl that the tappet is probably sticking or the bolt holding it down is loose.... anyone have any ideas? and is removing the valve cover and tightening it that big a deal... id also need proper torque specs for that specific bolt

The lash adjusters are held in place by the rocker arm,the rocker arm is held in place by the camshaft.There is no adjustment,only cleaning or replacement of a defective lifter.The torque value for the cam caps is 71-106 inlbs.
