Remember, with/without mods is an argument for him...but it really is in the eye of the possible buyer. Meaning, a dealership won't care a bit. It is a just a GT. While us "enthusiasts" might be more apt to pay more for them. Then there are others who would absolutely hate it and devalue the price of the car. What I am trying to say, is don't allow yourself or your friend to put too much into the mods.
Also, shop around. I constantly see awesome Mustangs going for awesome prices on these various boards, autotrader, ebay and so forth. 15K for an '00 is a bit steep IMO. Also, I advise really inspecting the snot out of it. It might have been in the shop a lot, hence the low mileage or something.

All right thanks a lot ill tell him all the opinions you gave him about the car. I guess it wouldnt hurt for him to give the guy a call and possibly go look at it. Then if he buys it then ill suggest he makes the guy get an inspection on the car. Thanks for the help.

Also does not mean he can't offer a lower price. If he won't take it at first, your friend can leave his number. If it don't sell, he'll get a call in 2-4 months...."Hello, are you still interested in the Mustang?"
