black will always be the ground, you do not need to strip the oem plugs, If the headlamp harness does not have plugs, strip the wiring from the harness and push them into the corresponding holes on the plug. It should light up with no problems.

no the lights them self have plugs it just the power source for the rings that need to be hooked up, everyone says to the parking break but i was wondering which wire to cut it into..

It looks like you have your chioce. You can wire them how you want. Both rings can be on with just the parking lights, or one with the parking lights and one with the headlights. I would light both when the parking lights are on. See how it looks. You have to wire to the harness.

If you want to find out which is the power and which is the ground then get a $3 circit tester and turn the lights on. Ground the tester and touch each wire when the light on the tester lights up you found the power wire.
