Wet sand with nothing any coarser than 1000 grit for the 1st pass, then wet sand with 1500 or 2000 grit. After that use a medium grade buffing compound, and finish things up with a plexiglass or similar "scratch remover" grade polish. We used to do this all the time in the old days to "shave" off the raised lettering DOT made 'em put on the lenses...There should be no need to clear coat then, in fact that can make things worse after a couple months if the surface is not very well prepped before application.

FWIW, I did this a few weeks ago with some of the materials and it removed about 50% of the cloudyness on the headlights. I did it again this weekend and the results were much better, the headlights are now 95% clear which is good enough for me, this is what I learned from both experiences:
1) Make sure you have the turtlewax polishing compound - I was unable to find it the first time around and it really made a big difference when I used it this weekend
2) I found it was a lot easier to remove the headlights from the car - it is really easy, if you open the hood and look at the top of the lights you will see two metal tabs, pull these up, they are rods that hold the light housing in. Once removed you can pull the entire light housing out and then disconnect the turn signals and the headlights.
3) I used 800 and then 2000 grit sand paper and that did a fine job
4) I used a powerball on a drill to polish the light using the polishing compound.
Hope this helps.

Is this to get the scratches out? I bought my car in august, and they are so horribly scratched it looks like someone just took the most course sandpaper they can find and rubbed it in every square inch of my headlights. It looks so horrible!
I was just going to buy new headlights.
So this is fixable?

Good info, my stang lights dont need them right now, but my DD Intrepid needs them hard core... so bad in-fact, I think I'm going to have to start with 60 grit[8D]
