what i mean is that the noise is loud enough that you can hear it over your stereo. It does it regardless if the radio is on or off.

 

Do you have the Mach system. If you hear it with the radio on its your radio speaker. It is comming from one of your tweeters on your windows. The speaker wines because it is about to die. You said that you can hear it when your radio is off, then it can be a vacuum line.

Maybe the fuel pump is making the noise

 

just checked my car, fluids are where they should be, throttle body isn't port and polished, and no vacuum leaks.

forgot to mention this, but when it does make the whining noise my accelerator pedal also vibrates.

 

definatly sounds like your power steering pump is bad

 

bringing this back up, didn't have time to get it looked at by a mechanic. I just made a quick video of the noise

Dont bother, I already had mine at the ford dealer. When the Mech pulled the car in three guys came up and asked him what was under the hood. Its just the throttle body you have and most likely you have a CAI. Nothing more nothing less!
