Your adjusting the dampening force the shock/strut applys, or in other words the force/rate at which the strut/shock acutally resists movement.

Turn it to 1, and you can move them in and out by hand. Turn it to 10, and standing on them does nothing, they don't move at all.

They isolate NVH (noise, vibration, harshness) from the car. They protect from metal to metal contact. It is safe to take them out, you might get a little extra noise though. There is one on the top and bottom of each spring. You can re-use your stock ones if you lower your car if you want. Its really just up to you.

Those H&R's aren't going to be that great for the strip. They are more of a handling spring I believe.
