I have the same problem. More than likely it's the servo in the front driver's side wheel well. I don't have the time, tools or money to put a new one in though.
There's a switch on your brake pedal and if you have a clutch there's one on there too. See if the one on your brake pedal came unhooked. It has a little arm on it that dissengages the cruise, so if it came undone, that might be were you problem could be. From there there is alot of trouble shooting. You can start measuring at the harness that plugs into the servo under the front fender. I have all the reading that you can measure at the main harness plug. I put in a factory cruise control system in my mustang last summer because mine didn't come with it factory. I had about a week of trouble shooting into it till I found out that one of the switches on the brake/clutch wasn't hooked up properly.
