Default antenna Q

Buddy of mine just bought an '03 GT and he is wanting to get rid of the radio tower antenna on it. I just cut mine to make it shorter on my 97, but his has what looks like a wire coiled around his all the way to the top. Can that still be cut or should he buy an aftermarket shorty antenna??
Does that wire actually go anywhere outside of the antenna?

I ordered an 8 incher from americanmuscle before I even bought the car, because I wanted to replace it right away. It's such a small change for such a big difference in the look. The reception is great, I have no problems with clarity at all.
