will mil eliminator make it pass inspection

You will pass half of it.
See half the test involves plugging into the OBDII port under the dash and monitoring everything well the MIL's trick the ecm into thinking the cats are still there, that part you will pass but ive never seen a station not do a visual meaning they go inside, outside, under everywhere in the vehicle looking for things that arent up to spec.
So my guess is no.
What i do suggest you do is keep all your stock smog control or related garbage and install it for inspection and then when it passes put the speed parts back on.

.....it'll pass when they scan for any trouble codes.
However, if the inspector doesn't have pickles jammed up his nose, he's going to smell all the unburnt fuel or he'll notice his eyes burn like they have hot sauce in them.
It's really not hard to just be legal and put a set of high-flow cats on your car. Or do what MM said and install your stock mid-pipe for inspection.

Where are you located? The inspection is different in every state.
Edit: Passing the inspection and being legal are two different things. Some states only check codes and you can pass the inspection. But, its still against federal law to run an off-road pipe. Indiana does not have inspections but a local muffler shop has a sign that says "If you don't ask me to take off your cats, I won't ask to you pay the $2,500 fine." Still, we all take our chances.

yah man i live in CT, i just passed half but failed the inspection because i have an o/r x. Its not a big deal to swap out the pipes every 2 years lol. if you like working on your car get the o/r x. you can get it, then weld in some gutted cats, tack weld the heat sheilds from our old stock h pipe and be set that way. you will def fail unless you get a retard who doesnt check.
