I used to get 27-28 on highway and 17-19 around town and I never shifted at 3,000 RPM's unless I was taking off fast. Look in the service manual, it tells you when to shift for optimal fuel economy. As I recall, mine told me to shift at 14 MPH, 25 MPH, 35 MPH, and then at 45 MPH.
The manual says close to 11mph, 22mph, 33mph, and 44mph. I have a brand new factory crate motor in my car with less than 3,000 miles on it and I shift at 2200,2300 RPMS and manage 23mpg in the city.
Nobody will believe me, but I once tested the limits of my car during a week of hard financial stability and got 27mpg in the city, and only hopping on the highway for about 10 minutes one time. I shifted at like, 1900 RPMS every time, with my car groaning at me as I took it up a hill in 5th gear, with cars beeping at me and flipping me off as they passed me.
I don't care what anyone says.. 3K RMPS is too high for me to shift at all the time. It's your decision.. but I will admit that even with this new motor I have.. I took it up to redline one time to show off for some pretty ladies, and felt really bad afterward. haha

I have no doubt that if you granny shift AND press the accelerator as though there were a raw egg between your foot and the pedal the gas mileages claimed could be attained.
This does of course force me to ask why the heck you bought a V8 Mustang?
And please, no one should take offense at what I am about to "say", In the first I am too old to care, and secondly most of you are too young to be offended so easily.
OK, legal notice out of the way, I find this all quite amusing...
My '03 GT is a daily driver;
Being semi-retired I am down to 3 days a week commute, however that is 93 miles a day (there and back), and we usually take a 50 to 100 mile drive about on the weekend;
I get a very consistent 22 mpg ever since all we can buy here is E-10 (I was getting 22.5);
My 2-step rev-limiter is set to 2800 rpm, I use it almost every morning at least once (I leave here at 4:40 am) on US 1 "just to make sure it's working" (+ it's a heckuva lot of fun...);
I routinely shift at 4500 to 5500 rpm, I normally shift at 3000-3500 unless in heavy traffic;
I "bounce" off the rev-limiter (6500 rpm) 2 to 3 times a week (mostly when "testing" the 2-step and the road is damp/wet);
I do not routinely go to commercial tracks, however there is this abandoned airport...
I go 110+ mph usually once a day, sometimes more (early morning on I-95. just me and a few semi's on a 6 lane road);
None of this happens in even light traffic, gotta' be empty road;
I bought the car with 30k miles on it, it has 77k now (I was driving 600 miles a week). All 47k of that has been driving as described above, 10W-30 synthetic changed every 3k miles;
I plan on this being the last car I own and figure to get at least 150k "good" miles from from the motor--my '92 Miata had 285k on it when I sold it, 200k of which were supercharged...
All of the above are why "I" bought a Mustang...

I forgot to mention, check the tire pressure as well. I regularly shift at 2k when I'm just cruising, and I'll be in 6th on the freeway pretty quick if I'm just tryna get from point a to point b. Every now and then I'll have some fun and wind the motor out and shift around 5500-6000 rpms all the way through 4th getting up to speed on the freeway. Hell there are times where I'll go from 6th to 3rd because I'm bored.
As for the cruising rpms, I'm around 1500 RPMS. I shift around 2k rpms when I'm in the city mainly due to my fear of nazifornia cops=P with SLP LMII's it gets loud over 2k^^

I drive 5 miles to and from work everyday and shift at 2500 to 3000rpms everytime and get about 18-19 mpg every time. But also somehow its better then my v6 stang was getting which was the same year 04.

Hah!! That's funny! Me too. I used to have a V6 Mustang, same year, 2000.. and it got like 12-15 mpgs!! it was horrible.

I am confused now too. The manual's suggestion roughly correlates to shifting at about 2K but everyone is saying 3K for normal driving. I have the same problem I'm only getting like 13 or 14 mpg driving conservatively.
