Default 1998 Mustang GT Electrical Problems

Looking for some tips / guidance regarding 3 electrical problems I am having:

1. At night while sitting at a traffic light my headlights and instrument cluster just go out - no lights or anything. After I take off from the traffic light (with emergency flashers on) and get about 100 yards down the street everything comes back on like nothing ever happened. Any ideas?

2. My dome light (when car door is opendd) never works more than 1 time - just after I replace the bulb. Bulb keeps blowing and dealer has not fix. Both map lights in the fixture work just fine. Any ideas?

3. My voltage meter seems to be reading on the low end of "normal" so I am wondering if low voltage could be causing some of my troubles. I am considering removing the alternator and having it tested. Any ideas?
