Default code P0125

I got my car scanned the other night and this code for low water temp came up. The car runs cool, on the highway and back roads only 2 notches into normal. In town stopping it warms all the way up.
Sounds like a bad t -stat to me, but i read it could be a ect or cht sensor. anyone have this problem before and could shed a little light for me?
thanks

It could be any of the problems you listed, however as it does "warm up" once the airflow through the radiator lessens, and the temperature gauge indicates this, I suspect it's the thermostat.

To make sure measure the engine temperature just after driving on the highway using an infrared non-contact thermometer--or just put in a new t-stat, they're relatively cheap and easy to install...
