Default HVAC issues. Thoughts?

I'm working on getting the interior put back in my 98 and the heater is acting a bit strangely.

Air blows out when it's on, but no matter what the selection on the controls, it always blows out at the base of the windshield.

Anyone have an idea as to what's causing that? I want to get the AC recharged, but not if it's not going to work.

Any and all input is appreciated.

Thanks,
Alan

The heater/ac controls are controled by vacuum. Start by checking the vacuum line coming out of the firewall.

So I should probably put the upper intake back on, huh?

Just kidding. It was doing it when the intake was still on the car.

I'll try to track it down once the upper comes back from the powder coater. (Again)
