I would say O2 sensor. Advance Auto has a handheld OBDII scanner for like $100 or somewhere around there. I bought one about a year back and it'll pays for itself in just not having to pay someone to look at it. 96 is the first year of OBDII so make sure you get a II. It will come in handy and its always nice to have because even if your car is running fine you may have a friend with a check engine light on and you can give them a free scan and then do the work for them and make some cash.

Drives fine - bad gas mileage - CEL; all lead first and foremost to the O2 sensor.

well i finally went to get my codes read and as i was on my way the check engine light went on again. i got the codes and the problem is a evap emission control system control valve malfunction.(p1443) i also had a code (p1270) engine rpm vehichle speed limiter which was caused by the first code. i asked auto zone and advanced auto parts what i need to fix it and neither of them had the parts or knew what to do. they said to go to ford and get the parts. so i am going to call a ford dealership tomorrow and get the parts. what all will i need? thanks for all the help finding the problem

Evap is the problem! Wow, I was right.
Go to Ford and ask about the part that I mentioned before: Delta pressure switch. Better yet, ask to speak to the drivability tech or one that specializes in emissions. He should know the part number. There was actually a TSB on certain years.
49k miles is a bit soon for an O2 sensor, not saying it doesn't happen, but that is a bit early. The EVAP problem is common.
