I found wires and a button.. but what are they?

I thought maybe it was a kill switch, so I took the cap off and it wouldn't crank.
I pushed the button while trying to start the car with the cap off and still nothing.
So I just shoved it back under the dash and put everything back together until I figure out what it really is...
with the cap on it makes no difference if you push the button or not.

I would vote an ignition kill switch as well. If you take the cap off the car does not start, does it do anything? Like dash lights come on or anything as if in Auxilary mode.
It looks like the cap has 2 prongs that maybe (when cap is on the plug) jump 2 leads of the plug. Maybe try getting a wire 2" long, strip both ends and put each end into the corresponding holes in the plug where the cap prongs go.
If, when the cap is on, and the button is pressed/released and nothing happens in terms of the car starting or not then I don't know. But from what you have done (taking the cap off) clearly does not allow the car to start.

Now that I think about it. Possibly, the button served only as a switch, which when depressed (on) would close the circuit with the cap on (having those 2 prongs into the plug) and when releases(off) would cut the circuit.
But again when you said with the cap on there was no change with the button "on" or "off"...I'm back to being uncertain.

if you spin the button as if to adjust something, it just spins.
and there is no on or off to the button.. it's kinda like a start or nitrus button.. you would have to hold it down for it to have any affect.
I'v try'd pushing it while driving, stopped, with the car off.. it seems to do nothing.

looks to me like some sort of home-made ignition kill like everyone else said. alot of cars nowadays come stock with an ignition kill plug that looks something to that effect. the car will not start without that plug, so it keeps people from hot-wiring and breaking the ignition so easy. does the car turn off when the button is pressed? not removing the cap but the botton.
what kind of switch is that? is it a push button momentary, or does it "click" into "on/off" positions?

It's some sort of silly after market alarm/immobiliser. Either leave it there and hope it never breaks, or track down every wire and undo the damage.
My wife's '03 Toyota Highlander had a goofy setup like that, I made the dealer remove it before we would buy the car...
