California emissions question
My little brother is currently stationed at USMC base Camp Pendelton, San Diego. Being from Wyoming we've never had to worry about emission testing. We recently delivered him his '99 GT, but in order to keep it on base he has to have the car pass the California emissions testing.
His mods are as follows:
AM/Bama tunes SCT tune
CAI
BBK 78mm TB/Plenum
Ported PI Heads
Custom ground cams
Magnaflow Catback
The question: Will there be any issue in passing the tests with his mods?

I could be wrong but from what I understand it only has to meet the standards of a 49 state car. As long as it wasn't sold in California or was sold new with California emissions. The most I see him having to do is putting a stock intake on or a CARB (California air resources board) legal intake on. BBK is the only one making a certified intake right now as far as I know. He might also have to change the tune to stock for the sniffer. He can swap it all back on the car for two years till the next test is required. It might still fail if the car has any problems or if it's running to dirty. If the cams are to crazy it will never pass. He can take it in and have it pre-tested to see what it does but make sure the info won't go to the DMV. It's all sent electronically and you don't want them to see a dirty running car. I hate this state for all the hoops they make us jump through. BTW I sometimes work on the radar up on top of the mountain above the air field at that base. I was just up there last week.

Ok, thanks. I'll let him know that he'll probably have to swap on the BBK CAI and reinstall the stock tune. As for the cams, they were ground with an eventual blower in mind...so higher lift and low overlap. So I don't think it'll be too bad.

The only things I can think of is make sure the o2 sensors are hooked up and working. After the stock tune he will have to drive the car a while for the tune to settle in. Tell him to keep in mind these cars barely pass smog in stock form so any little thing will cause it to fail.
