Thanks for all the input guys. I am going to test the tuner on another car tomorrow. I don't have it with me right now. I will keep you updated.

Cliffyk - Thanks for letting me know there should be no real voltage there. Dont know why SCT is insisting that there should be. I was afraid I had some kind of major wiring problem.

Well, I was able to check my tuner on a couple of other cars. Same result, tuner won't even power up to read codes or anything. Thank god its not a problem with my car. Now I just have to get tuner replaced/fixed. Unfortunatly SCT is closed today. I will have to call them on Monday.
