OBDII not getting power

Default OBDII not getting power

Got my tuner today(SCT Livewire). Plugged it into the car and nothing happened. Took it in to my computer and it came on right away. I called Bama at American Muscle and they referred me to SCT. SCT said I must not have power to OBDII. They told me to check voltage from pin 13 and ground it to pin 4. So I just check it out and they are right. 13 to 4 has no voltage. Does anyone know if this could just be a fuse? I am looking thru my Haynes manual but not having any luck. Where do I start to track this problem down. Please help, I really want to get my tunes loaded.

Sounds silly, but check your cigarette lighter/axillary fuse.

I used to read lights for people a lot, about 9/10 times that was the problem.

Cigarette lighter fuse is good, also check #31 it is labeled dlc thats is good too. I was also told to check under hood fuse 9 again that fuse was good. I have checked to make sure that pin 4(ground) really is grounded, that came out good too. Also I checked pin 16 and I have 12 volts between 16 and 4. Not sure what I should check next.

I don't know why they told you to check between pins 13 and 4?

Pin 13 is the EEPROM programming input voltage supply; +18.0V is applied to pin 13 when programming the PCM, it is held low (ground) if not pulled high by an external signal.

Check between pin 16 and pin 5, there should be +12V there too...

I spent some time checking things out last night and found all fuses checked out good. Connections to PCM behind passaenger kick panel all look good, no water/rodent damage visible. Pin 16 to 5 has 12v. Still no power to pin 13 and when I plug the tuner in I still get nothing. Could it be a bad cord? Cord is brand new. Am I really supposed to have 18v between 13 and 4 or did the tech at SCT get something wrong? I would hate to tear my whole dash apart looking for a wiring problem if there really isn't one.

There will be NO power between pin 13 and ground UNLESS the tuner is flashing a tune to the PCM. With the key on and the engine off (KOEO) there should be 0.3V to 0.5V between pin 13 and ground, just the residual of its being a "floating" input.

This is done purposely to make 110% certain that the PCM cannot be reprogrammed/erased/glitched by any voltage available in the car's system...

Plug the SCT into another car you should be able to read codes with it. just to verify that is powering on with another car. If it does not power on I would assume something is wrong in the cord maybe.
Here is a strange thing I have had happen. A buddy has a 02 GT and i have a pretty exp. code reader and his car will not power the unit and has never had a problem powering any other car. But I also have a cheap Acron scanner and his car powers up that unit no problem
