I recently had my transmission fail on me and replaced. About 3 weeks after I went to put my car in park and when I took my foot off the break it started to roll back in reverse. After a few tries it went into park. Went online and found it was most likely my shifter cable. No biggie I thought...they have to play with that when they do trans work maybe they didn't tighten it or adjust it properly. Well when I took it in the trans specialist said "your cable needs adjustment. I was relieved by the word adjustent until the guy who handles everything at the front called and told me my cable had snapped and needed a new one for 140$
My question is this: if my cable had "snapped" wouldn't I not be able to drive it period? As in even getting it out of park?

If just one or two strands snapped the others would unravel a bit, effectively "stretching" the cable, and causing it to jam within the sleeve causing the problems you describe...
A new cable is $50 to $70, installation and adjustment is probably an hour's work, so $140 is not unreasonable if you have to pay someone else to do it.

My grandfather (a stationary steam engineer) told the story of a manufacturing company that had forced retirement on their long time chief engineer. All was well 'til one day when their #1 engine would not operate at any more than 1/2 speed, they tried everything to get it running properly and finally with hat-in-hand called in the retired engineer.
He listened to the engine for a few moments then went to his tool kit and pulled out a small 6 oz hammer. Walking over to the engine's governor he gave it a sharp rap and the engine immediately returned to full output. Grateful the plant manager asked what they owed him, "Fifty dollars." said the former chief¹.
The plant manager replies "Fifty dollars, that's outrageous for 5 minutes work!", to which the engineer says "Oh no, it's $1 for the work--and $49 for knowing what work to do."
