Default Fuse box issue - 2000GT

I'm having an issue here with my fuse box in the engine compartment.

I saw that one of the fuses needed replacing, the 20 amp 9 Maxi fuse, which is labeled the Auxiliary Power Point.

Replacing a fuse normally wouldnt be a problem, but when I insert it into the fuse box, it automatically pops.

I used a tester, and only one of the two holes the fuse goes into is testing positive for electric current. I don't know how this could be possible, I'm not having any issues with the other fuses, so I'm not sure what to do here.

Sorry to double post, I was also curious what that particular fuse does?

That fuse, in the battery junction box, supplies power only to the auxiliary power port--I.e. the cigar lighter socket in the center console compartment. That it blows on replacement indicates a short to ground in the wiring to that socket, or in something connected to that socket...
