Default Rebuild time and cylinder head info please

So after a crap winter of hitting a patch of ice and a tree. Everything else is almost ready to get on the roll again.
I have a set of low mileage 4.6 heads from a 2007 town car with 47k miles and the 9 thread spark plug holes.
I didn't want to put a whole ton of money into these heads as far as upgrading, but definitely want to make a little more power. Is a port job worth doing to these heads? And what about cams? I'm stuck if I should go with a stage 2 setup and what about shorty headers? I know long tubes is where it's at, but if anything I want the money to go into the heads. Are shorties even any better than the factory manifolds?
I appreciate any advice
