whats the best programmer out there and what exactly can they do; and what type of gains are we talking?

There was a recent post about this. Very low gains on an N/A car. I think somone said about 10.

SCT Xcalibrator2 it can do pretty much everything it even has a built in datalogger

You already have a chip according to your sig, a programmer will not do anything more performance-wise.
