Default Looking for a shop to do a Pi upgrade

I would love to get a Pi upgrade for the stang, but around here it's too expensive to get it done
So I'm looking for a shop possibly lower PA, MD, VA, DE area, I was quoted $1850 in labor costs, it's just not worth it.
I saw posts that people were getting it done for $1000, throw me a bone, I need a hp fix bad.
I don't think I'm capable to do it myself, or have the tools or space.

If I can't get it cheaper, then just lower pi intake and pi cams, I guess.

Stupid question , do the heads need to be removed to be ported?, my assumption would be yes.
