Windsor is 99-00, Romeo is 01-04.
I have a 2004 GT which apparently has the "Windsor" block. I checked my VIN and the 8th letter is an X.

So much for the 99-00 Windsor / 01-04 Romeo theory.
Yeah that is because he has it backwards. Romeo's 96-01 windsor 01-04. It was this way because Mustang slaes were much higher than expected and truck sales were lower than expected, so they just put the truck motors in the mustangs of course ith the right cams and oil pan and other misc. stuff. Once they did this, they kept it this way. You won't find an 04gt with a Romeo motor unless it's been replaced!
