Boreing means to bore the cylinders in the block. This is done to clean up the cylinder walls when rebuilding and does not need to be done if the bottom end is in good shape. Porting and polishing means to open up the intake and exhaust ports on your heads to the openings on the intake and exhasut gaskets which allow more air and fuel in and out of the cylinders. You need to do cams at the same time you do port and polish to really see a difference though. I gained over 80 rwhp with heads and cams on my supercharged motor. A n/a car won't gain that much, more like 30 rwhp I would think.

Boring a cylinder means to remove metal from the cylinder walls to the next bigger piston size, usually in .010 step increments.
Honing is the final cylinder wall prep before adding the pistons and rings. This cleans up the rough machined surface left behind by boring and allows the rings to "wear in" to the cylinder walls and improves ring seal.

Port and polish is where work is done on the cylinder's intake and exhaust ports. This can be as simple as gasket-port matching or as complex asa Computer,Numerically Controlled (CNC) machineport job.If you really want to break the bank, you can go with a P&P job that welds aerodynamic fairings into the intake and exhaust ports ahead of the valve guides to smooth airflow around them.

Cost is relative.Unless you are going to race the car often or just want bragging rights,I wouldn't fool with a P&P job unless the heads were off for some other reason.
