Default EMMISONS

I just got a 95 Procharged Mustang
Now i gotta to worry about Emmisons and inspection.

It has bbk Headers,H pipe wiht 2 high flow cats, flowmaster mufflers and 3 inch tips.

It has to go on the tread mill, will the 2 cats stop enough to pass emmisons or should i worry? Also i was told to run high ocation gas and run the **** out of the car befor emmisons.

Do they hook up a device on the tailpipe in MD? NY has to hook up the OBDII to DMV database through telephone landline before you can pass inspection. My guy doesn't lift up the car so I don't have to worry about cats. I had my tuner turn off all of the sensors. ALL of them so no NOT READY's or FAIL signals go through only NOT APPLICABLE. I passed with flying colors. NY DMV only scans your ecu for those not ready's and fail modes. I did see that the local parts store had some gas additive you can ad that supposedly will Guarantee you to pass or your money back?????
