This is what Baer says about their DecelaRotors:

Notice it says "Cosmetically Upgraded". These are heavily drilled rotors. They will not outperform your stock rotors. And they won't last as long; you'll be replacing them fairly soon.
They're probably being sold cheap because the guy bought them, then did his research. Now he realizes they are a bad choice for a car that gets driven; especially one that gets driven hard. So he wants to get some of his money back so he can buy something that works.

I'm not really sure what % they are, I just wet sanded them down and then took some clear and put it in my spray gun and dropped in some black. I put about 2 or 3 coats on them.....they turned out pretty good, nice glossy finish. I did the same with the all the tails and the reflectors, I sprayed the 3rd brake light really dark so that it almost blends in with the car.
