with a pypes o/r x will i need the O2 extenders?

only if you have long tubes will you need o2 extensions.

or if you have an 04 stang, but you will need some mil eliminators if you dont have a tuner.

Please enlighten me why you think you need o2 extensions for an 04 mustang...

depending on the fitment of the pipe, I had to extend the o2's for mine when I moved to a O/R pipe, for some reason the drivers side o2 sensor just wouldn't quite screw in, I think the bung was welded slightly more down the pipe
