Not 100', 200', or 999'--just 1000 feet. This is typical of laws, they are written by imbeciles, and passed in to law by jerks...
The stop light languages does say "...a distance of not less than 300 feet..."; one out of two isn't bad for those sort of people...
No sort of metering or measurement is specified, just the very subjective visibility requirements--BTW amber stop lights are legal under FS 316.234, it says "...shall be equipped with a stop lamp or lamps on the rear of the vehicle which shall display a red or amber light..."

If you get smoked heads and tails, one easy way to regain light back is HID's up front and LED's in the rear. Those will give you back the light you lost with the smoking of the lights.

Dude just do it your self. Get "Night Shades" I believe is what it's called I did it on my maxima I used to have in highschool....looked like it was done by a pro. It a spray can that's made for spraying lights (usually plastic) it costs like $12. Dont pay $60 or more just buy the can and do it yourself.
